Resources for Submitting Reports

Programs to be submitted for review no later than September 10, 2010

Please fill out the following chart listing each program you plan to submit for Fall 2010 review. Each report to be submitted should be listed on a separate row. The charts should be e-mails to ncateprograms@ncate.org or monique@ncate.org.

PLEASE NOTE: There have been some important changes to PRS and to program report policies. These are summarized below. Please contact NCATE program review staff at ncateprograms@ncate.org if you need further clarification.

  • Multiple programs in the same discipline. NCATE has updated the program submission system (PRS) to make it easier for programs to submit reports for programs in the same discipline (for example English Education, Elementary Education) that that are at different levels (for example, undergraduate and post-baccalaureate). Please see the information below the following chart for complete information.

  • Programs in which candidates enter the program already having been prepared in a content area. Many of these programs are MAT programs although in a few institutions these are called MEd programs. Most alternate pathways programs are also designed to prepare candidates who come into the program with appropriate content area preparation. For the purpose of this discussion, these will be called “MAT-like programs,” although this is not a completely accurate term. This discussion includes only those programs in the five secondary academic content areas, English, math, science, social studies, and foreign language. This does not include programs in special education, elementary education or other areas.
    • The NCATE Specialty Areas Studies Board approved a motion to give secondary-content MAT-like programs the option to defer program review for at least one year while NCATE staff develop a new process for evaluating these kinds of programs. This deferral would apply to programs slated to submit program reports in Spring 2009, Fall 2009 and Spring 2010. These programs would be required to be reviewed no later than one year after a new strategy is approved by the SASB. If no change is made in the review process programs would be required to submit reports no later than three semesters after their original submission deadline.

  • Middle level programs. The requirements for the review of middle level programs has been changed as follows: Middle level programs that prepare candidates in two or more content areas and that meet the NMSA criteria for middle-level programs will submit program reports to NCATE/NMSA and not to each of the content area SPAs (NCSS, NCTM, NCTE, NSTA, ACTFL). NMSA reviewers will evaluate the submission and make a decision on whether or not the program will be nationally recognized by NMSA. In addition, NMSA reviewers will ensure that the 80% of completers pass the appropriate content test(s). National recognition of this program by NMSA will also be dependent upon the unit having nationally recognized programs in each of the appropriate content areas at the secondary level. NCATE staff will verify the status of the secondary content program areas. Middle level programs could be recognized with conditions by NMSA if secondary content area programs are still in process. For those few middle level programs that do not have secondary preparation programs, 80% of the candidates will still be required to pass the state test in the content area and the state must ensure the adequacy of the content preparation

Chart for those programs in the same discipline with identical assessments (we call it linking)

NCATE has updated the program submission system (PRS) to make it easier for programs to submit reports for programs in the same discipline (for example English Education, Elementary Education) that that are at different levels (for example, undergraduate and post-baccalaureate) or different in other ways—but that have identical assessments. If the assessments are not identical then individual program reports must be submitted for each program.

If the assessments are identical, then NCATE can “link” these reports—so that the system will copy all the text and attachments from one report into the other. However, you must tell us which reports to link. Please see the information after the chart below that explains how to do this—and links to other new resources on our web site about how to submit linked reports

If the assessments are identical, then NCATE can link these reports. However, you must tell us which reports to link by filling out the following charts.

Directions for Filling Out the Chart for Linked Programs:

At the end of this document there is a series of blank charts for you to list the programs you want us to link. A single set of links should be included in each table. See the examples below.

In the Example 1 below the program is submitting three Elementary Education reports (Baccalaureate, Post Baccalaureate and MAT).

n the second example, the program is linking two Foreign Language reports (Baccalaureate and MAT)

Example 1: Link these programs together:

Name of Program Program Type [Initial or Advanced] SPA Standards Addressed Type of Report [Initial, Revised, or Response to Conditions]
Elementary (Baccalaureate)

ACEI Initial
Elementary (Post Bac)

Add more tables if you have more than four sets of reports to link.

E-mail this chart to ncateprograms@ncate.org or monique@ncate.org and we will link these reports. You will know that we have done this when you see the colored-shading in the program report list in PRS.

Links to resources on NCATE web pages:

Remember this process can be used ONLY if the assessments in each of the programs are identical. If they are not identical then you need to submit separate reports. Linking is explained in an updated version of the FAQ document on the NCATE web site at the following URL: http://www.ncate.org/institutions/resourcesNewPgm.asp?ch=90

And also in a new mini-video that can be viewed from our web site (same URL as above, click on the first item on that page).
