Program Review Process
 
Timeline
Program reviews are completed twice a year, during the fall and spring semesters. Program reports completed by institutions are due to NCATE by September 15 (fall semester) and February 1 (spring semester). Typically, program reviewers complete their review assignments during October-December in the fall, and March-May in the spring. Each program reviewer is likely to be assigned 1-3 reports in a semester.
 
Conflict of Interest
Program reviewers shall conduct themselves at all times while representing NCATE as thoughtful, competent, well prepared, and impartial professionals. To assure institutions and the public that NCATE reviews are impartial and objective, to avoid conflicts of interest, and to promote equity and high ethical standards in the accreditation system, program reviewers shall follow the Code of Conduct. They should exclude themselves from NCATE activities for any other reasons not listed in the Code which may represent an actual or perceived conflict of interest.
 
Getting Assigned to a Team
Approximately one month prior to receiving their assignments, all program reviewers will receive a “Conflict of Interest” form. Reviewers will note institutions for which they have a potential conflict of interest as well as indicate if they are not available for an assignment during the given time period. NCATE staff will use this information to assign reviewers to teams. Each team will be made up of three reviewers, one of whom is designated as the “lead” reviewer. Each SPA has noted experienced reviewers who can serve as “lead” reviewers.
 
Conducting the Review
All program reports are reviewed on-line. Reviewers access their assigned reports on a password-protected page on the NCATE web site. Each reviewer completes an evaluation of the report and then confers with his or her team members on the preparation of the final report. The lead reviewer takes responsibility for compiling and submitting the final report.
 
SPA Audit Committees
Each SPA has named six to eight individuals (usually experienced reviewers) to serve on a SPA audit team. The audit team has two primary responsibilities. During the pilot phase (academic year 2004-05) the audit teams will review all the reports completed by their SPA’s reviewers. (After the spring 2005 review, SPAs will decide whether or not they want to continue this role.) Secondly, the SPA audit teams have the responsibility to review, and make a decision on, any program reports that the for which the original review team could not reach consensus.
