Works with NCATE’s staff, boards, and specialized professional associations on special projects that apply explicit standards to strengthen teacher preparation and emphasize candidate assessments to determine whether the standards are met. Elliott headed the National Center for Education Statistics for eleven years, concluding in 1995 as the first “Commissioner of Education Statistics” after legislation made the post a Presidentially-appointed, Senate-confirmed position.
